Stacking Milwaukee, Madison and County Down Payment Grants With WHEDA First Mortgages — Badger Cost Journal
Updated October 2026
A Milwaukee, Madison, or Green Bay buyer may find local assistance alongside WHEDA financing, but two available programs do not automatically form an approved stack. The central question is whether the first-mortgage lender and every assistance administrator accept the same property, borrower, lien order, and closing schedule.
Identify what each assistance source really is
WHEDA Advantage Conventional and WHEDA Advantage FHA are first-mortgage options. Easy Close DPA can provide up to 6% under program rules through a 10-year second loan. Capital Access DPA provides a 0%-interest deferred loan using the program's $7,500-or-3% formula, generally the greater amount, subject to eligibility and current terms.
These are loans, not automatically forgivable grants. Review current availability and pairing requirements with the Wisconsin Housing and Economic Development Authority.
A city or county program may instead offer a deferred loan, a forgivable lien, or reimbursement tied to specific expenses. Funding can be limited to designated neighborhoods, income bands, first-time buyers, or properties meeting inspection standards. A Green Bay mailing address does not by itself establish eligibility for every Brown County or city resource.
Get the entire funding stack approved
Ask the participating lender to prepare a written sources-and-uses worksheet before making assistance-dependent commitments.
| Funding detail | Question to resolve |
|---|---|
| Lien priority | Which program accepts second or third position? |
| Eligible expenses | Can funds cover down payment, costs, or both? |
| Repayment trigger | What happens at sale, refinance, or move-out? |
| Timing | When must counseling and reservations be completed? |
Local assistance may require approval before the purchase contract, inspection, or closing. Do not assume it can be added during the final underwriting week. Confirm whether one source reduces another program's award or exceeds combined financing limits.
The Consumer Financial Protection Bureau provides tools for reviewing loan costs and comparing mortgage documents. Include the DPA payment when evaluating affordability, even if the first mortgage looks comfortable alone.
Preserve cash without creating a closing mismatch
Use the closing cost estimator to identify expenses that assistance will not cover, including inspections and reserves. Review the seller credit strategy before negotiating concessions: overlapping funds cannot simply become unrestricted cash back.
Finally, verify occupancy obligations and household-income definitions across all programs. A non-borrowing spouse's income may matter for assistance eligibility even when that spouse is not applying for the mortgage.

Editorial Methodology & Primary Sources

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
